Rookey (Basic Form) can be found in 2 locations in the Russet Highlands, the most obvious location is the Russet Highlands Alpha Aniimo spawn location.
There is also a non-Alpha version of Rookey that can be found very close by, also in the Russet Highlands.

Where To Find Rookey (Snowfield Form)
Rookey (Snowfield Form) can be found hidden inside the big snowball on top of the plateau just outside the First Sight Sanctum. Rookey (Snowfield Form) will only appear during Snowy weather.

Where To Find Rookey (Mountain Woods Form)
Rookey (Mountain Woods Form) will only appear after you have completed the "Secret of The Golden Helmet" mini-quest in Russet Highlands forest. To complete this quest simply approach the group of Helmuts surrounding the Golden Helmet at the shown location and speak with the Helmut on the right. Then use the Gravity Pull Character Skill to steal the Golden Helmet which will turn into a Mountain Woods Form Helmut, defeat or capture this Helmut to complete the quest.
Once you have already completed the "Secret of The Golden Helmet" mini-quest, Rookey (Mountain Woods Form) will start appearing in
