Where To Find Melloblum (Basic Form)

Melloblum can be found at the end of the maze ruins area of Rosetower Woods but only after advancing the "Flowers and Thorns - Rosetower Woods" Side Quest which starts automatically as you approach the location shown in the images below while transformed as a Towerwood Form Thornblade.

Melloblum (Basic Form) can be caught after advancing the Side Quest a few steps.
