Luminelle (Basic Form) is the Alpha Aniimo in Tideblossom Coast, you have to wait at its shown spawn location (at NIGHT) for a couple of minutes until the shooting star comes crashing down from the sky and the fight will start.

Luminelle (Rainstorm Form) will appear in the cave shown in the images below at Tideblossom Coast, but it will only spawn during Rainy and Thunderstorm weather.

Where To Find Luminelle (Prismana Form)
Luminelle (Prismana Form) appears when the Prismatic Energy in the Tideblossom Coast region reaches Full. To increase the Prismatic Energy of the region you need to Nurture the Bloom Branch and then catch as many of the Aniimo that appear as possible. Keep doing this until the Prismatic bar fills all the way and the Prismana Luminelle will appear.
